 JICA and Ghana's Ministry of Finance Sign Grant Agreement to Advance Human Resource Development




Accra, Ghana – June 3, 2025


The Japan International Cooperation Agency (JICA) and Ghana’s Ministry of Finance today solidified their ongoing partnership through the signing of a new Grant Agreement for the “Project for Human Resource Development Scholarship (JDS).” The ceremony, held at the Ministry of Finance, was officiated by Executive Senior Vice President of JICA, Ms. MIYAZAKI Katsura, and the Minister for Finance, Hon. Cassiel Ato Forson.


The JDS program aims to empower young Ghanaian government officials by providing opportunities to pursue advanced academic degrees in Japan. It seeks to equip participants with the skills and knowledge necessary to contribute to Ghana’s social and economic policy formulation and implementation.

Speaking at the event, Ms. Miyazaki highlighted the program’s emphasis on human capital as a driving force for sustainable development. “Japan’s own development experience shows that investing in people is the key to building a prosperous nation,” she said. “Through JDS, we hope to share our journey and support Ghana in nurturing its next generation of public sector leaders.”


This year marks the tenth anniversary of the JDS program’s implementation in Ghana. Since its launch in 2012, the program has supported 130 fellows, of which 103 have successfully completed their studies and returned to contribute to Ghana’s development. Current

27 fellows are undertaking their programs in Japan, and 13 new participants have been selected for the upcoming academic year. These individuals will specialize in key areas including Economics, Public Financial Management, Public Administration, Public Health, and International Relations.



Hon. Cassiel Ato Forson expressed deep appreciation for Japan’s enduring support. “The JDS program has become a cornerstone of our human resource development strategy,” he said. “We are confident that the new batch of scholars will return with enriched perspectives and innovative solutions to support Ghana’s development agenda.”


The signing comes ahead of the Ninth Tokyo International Conference on African Development (TICAD 9), scheduled to take place this August in Yokohama, Japan. The conference, which champions African ownership and international partnership, will be held under the theme “Co-create innovative solutions.” JICA hopes initiatives like JDS will serve as catalysts for such co-creation efforts, strengthening ties between Japan and Africa.


The continued success of the JDS project underscores the shared commitment of both nations to building robust institutions through education, capacity-building, and international collaboration.
